Job Description
Reporting to the Tax Controller this position performs a wide range of tax related tasks and review work for the tax reporting requirements of the Mauritanian entities.
Job Responsibilities
• Review of the various monthly tax declarations (VAT, RSI, ITS, CNSS, IMF, IRF, CFPB) for TMLSA, SETSA, TML and SENISA and work with Finance to resolve any reconciling items on the associated tax account balance sheet reconciliations.
• Support Account Payable in preparing the annual Vendor Declaration and maintain the list of vendors.
• Review of VAT compliance for invoices and support initiative for supplier’s compliance (French and Senegalese vendors).
• In collaboration with Supply Chain, maintain a list of vendors where the shipping invoice has differences to the tax invoice processed by AP. Obtain confirmations from vendors that allows the shipping invoice and tax invoice to be matched. For high value invoices design a control to ensure a match between shipping invoice and tax invoice before payment is made.
• Collaborate with the Supply Chain to remedy contracts where it is difficult to link payments to customs documentation.
• Collaborate with Logistics to prepare and collate the customs documentation required by the Tax Administration by customs file.
• Review of monthly payroll calculations and transfer to SIGMA payroll software.
• Advise on the set up parameters of SIGMA software in line with the general tax code and on revisions or upgrades to the SIGMA software.
• Review of payroll related liabilities; salary payable, bonus accrual, holiday accrual, overtime accrual, attendance accrual, 13th month accrual and any other employee related accruals.
• Review of payroll related taxes payable for ITS and CNSS.
• Review of the Annual Salary Declaration for national staff.
• Assist in the preparation of the annual reports for ESTMA (Extractive Sector Transparency Measures Act) and ITIE (Extractive Industries Transparency Initiative).
• Review of the annual financial statements for local PCM accounting and associated disclosures by the 31 March for TMLSA, SETSA, TML and SENISA.
• Maintain the central file of tax payments for use for external reporting by government relations.
• Provide relevant support documentation for internal and external audits.
• Assist in the implementation and monitoring of internal controls.
• Ad hoc reporting as required.
Education and Experience
• Degree from an authorized institution in tax, finance, business administration, audit, economics or other closely related courses.
• 5-10 years’ of finance and tax experience, preferably in the mining sector.
• Experience of ERP accounting packages, preferably JDE.
• Good IT skills in Microsoft Excel and Word.
• Ability to learn quickly and act on new information.
• Fluency in English is advantageous.
