Purpose of the Role
To participate and actively contribute to the operation of the LBI, and complete the day-to-day activities and associated tasks that exists within the Department. Support the LBI Senior Supervisor and LBI Officers into the implementation, continues improvement and execution of the LBI strategy.
A key task of this position is to ensue all Vendor Management Request (VMR´s) from internal customers are processed on a timely and efficient manner, and to ensure smooth continuity of supply chain and Vendor Management Process.
Promote and ensure transparent opportunities for local Companies to secure contracts; continually striving to increase the amount of expenditure with and the sustainability of local Companies; maximizing the contribution of Kinross mining activities to the broader national economy it operates in and supporting capacity building and partnering with local Companies on a broader front with industry groups, NGOs, vendors and investors so as to develop long term sustainable businesses.

Key Areas of Responsibilties and Duties
As part of its commitment to the Mauritanian government TMLSA has set up a program called the “Local Business Initiative” or LBI. The initiative’s objective is to contribute to local business development to maximize local procurement, employment and entrepreneurship / competency transfer / capacity building. The LBI Officer is responsible for completing all local content action plans and operations in Mauritania, with a primary focus on areas where Kinross have affected local populations.
Reporting to the LBI Senior Supervisor, the LBI Junior Officer is responsible for Vendor Registration Process, JDE account creation, and chasing suppliers for any missing documents,This position will act as key on the ground support to the LBI Senior Supervisor through report queries, due diligence checks, and Supplier audits
- Coordinate all vendor management tasks and maintained ongoing communications with vendors
- Ensure company-wide needs for due diligence, risk assessment and continuing vendor monitoring are being accomplished
- Help and coordinate vendor processes and methods to approve vendors.
- Ensure to track, measure, report and evaluate vendor performance.
- Troubleshoot all vendor problems and present to management as required.
- Identify and implement continuously enhance efficiencies associated with vendor management plus produce fulfilment.
- Stimulate steady process enhancement to present increasing operational efficiency in entire business partner processes.
- Contribute to the continuous improvement and execution of Kinross’s LBI strategy, policies and guidelines; being accountable for value-added, cost savings, and other performance metrics.
- Support the LBI Senior Supervisor in managing the demands with the user areas as well as identify and develop suppliers in the market to support commercial and operational needs.
- Visit Local Suppliers to raise TMLSA’s Business Reputation
- Provide advice, trainings, and answer queries from suppliers and grievances.
Supplier relationship management process including but not limited to:
- Tracking supplier performance metrics,
- Supplier’s performance reviews.
- Compliances to all Companies requirements including but not limited to Good Governance, Policies and Procedures.

Accountable of all supplier’s entries in JDE, included but not limited to:
- Correct Supplier’ Legal Name, Address, Contacts (emails, phone, etc), currency, Tax ID…
- Correct Supplier’ data in the DD Platform (GAN)
Suppliers training on TMLSA RFx & HSE processes
- Maintain all LBI reports and files up to date, including but not limited to:
- Supplier Questionnaires
- Supplier Standard of Conduct
- LBI Excel Report
- Forced Labor Tracking Report
- Grievances Tracker Suppliers Interactions Tracker
- Provide support to all our Internal & External Stakeholders as required
- Provide status information on all outstanding VMRs
- Ensure timely and professional service to user departments in the processing of VMR requests, vendors recommendations for the RFx requests.
- Fluent and constant Relations with the Sourcing team, to always maintain a pool of vendors and to develop local companies without putting the company at risks and in line with its Good Governance, Policies and Procedures.
- Demonstrate social awareness, commitment and compliance with Kinross’ Social Responsibility Policy, always showing a socially responsible behavior with the community and with the company.
- Know and comply with the current Mining Safety and Health regulations and Loss Prevention Procedure of Kinross
- Ensure all LBI Core Objectives are met.

- Perform administrative tasks related to the Logistics department
- Interact and support clerical functions with all members of the logistics department.
- Develop and update monitoring tools

- Maintain and update documentation for the department.
- Create operations reports in Excel.
- Review reports for missing information.
- Follow up with suppliers and internal departments Compile information for upload into systems.
- Responsible for system accuracy and following detailed instructions for daily shipping and customs data.
- Collection and maintenance of customs compliance data
- Review and audit of international documentation
- Audit commercial documents provided by shipping and suppliers. Audit freight invoices for accuracy.

- Preparation of Customs Taxes & Duties paperwork for approval and payment in a timely and efficient manner.
- Following up with 3rd Party Logistics Provider for reception of complete set of shipping documents for customs clearance purposes, and ensure its compliance with Mauritanian Customs regulations and exemption lists requirements.
Minimum Qualifications & Skills Requirements
Languages:
Must speak / read / write English & French and Arabic.
Experience:
- Minimum 1 year of directly related Supply Chain experience or relevant experience in relevant administrative field.
- Mining experience preferred.
Knowledge and skills:
- Diploma or equivalent education in Business, Supply Chain, Economics or related field or equivalent experience.
- Computer skills using office software such as Excel, Word, PowerPoint, and Visio.
- Knowledge of JDE or equivalent ERP system software is preferred.
- Good written and verbal communication skills.
